Perhaps the most important benefit we offer is our professional staff. As in any business, the quality of service is only as good as the people providing it. The current staff at RPAS includes seasoned professionals with a variety of pension and financial services credentials.
Burl Bachman

Burl Bachman, ASA, EA, MAAA, MSPA

President and Consulting Actuary

Burl is the proud owner, President and CEO of RPAS. In his 36th year as a consulting actuary, Burl oversees the delivery of design, installation, administration, government compliance and consulting services for all types of qualified retirement plans.

After completing his M.S. degree in mathematics following 3 years with the U.S. Army, Burl served with several regional and national actuarial consulting firms before joining RPAS in 1992. He is a member of the Financial Planning Association of Central Virginia and served on their Board for 8 years.  In addition, Burl is a member of the Virginia Society of CPAs, a certified instructor for Virginia Insurance Continuing Education Program, a member of two national ESOP organizations, and a member of the Board of Directors of the Central Virginia Employee Benefits Council.

As an Enrolled Actuary for over 30 years, Burl has been qualified to represent plan sponsors before the IRS on retirement plan matters. Additional actuarial credentials include Associate of the Society of Actuaries (ASA, 1980), Member of the American Academy of Actuaries (MAAA, 1980), and Member of the American Society of Pension Professionals and Actuaries (MSPA, 1992). Burl has spoken frequently at events for professional associations.

Burl and Pam, his wife of over 40 years, live in Midlothian, Virginia and have two grown children. An animal and nature lover, Burl enjoys walking every day, lake kayaking, occasional biking and hiking.

Barbara Smith

Barbara Smith

Vice President

Barbara joined RPAS as Office Manager in 1990 with over 10 years of experience in office administration and human resources. She became part owner and Vice President of RPAS in 1994 and sold her interest in RPAS in 2007.

As Vice President, Barbara is responsible for handling the firm’s internal operational processes and procedures, including managing the daily activities of the employees, overseeing company production, and providing accounting and human resource functions as necessary.

Born and raised in Brooklyn, N.Y., Barbara and her family moved to Virginia in 1989 for a better quality of life. After 20 years in Virginia, and with over 31 years of experience in her field, she feels extremely fortunate to be living in a beautiful area in Powhatan and working for a firm that she helped build.

Cindy Tresco

Cindy Tresco

New Business Consultant

Cindy, who joined RPAS in 2006, has more than 22 years of experience in the retirement plan industry, including handling conversions, plan administration and design, management and employee education. Her prior professional experience includes positions with William M. Mercer and Wachovia Bank.

Cindy has a B.S. degree in Information Systems from Virginia Commonwealth University and is currently working toward achieving the Qualified 401(k) Administrator (QKA) credential through the American Society of Pension Professionals and Actuaries (ASPPA). In addition to a small case load and significant new business development responsibilities, Cindy is the Information Technology specialist within RPAS.

Born in Richmond, Cindy traveled the world as an Air Force “brat” before relocating back to the Richmond area to complete high school and college. Cindy and her husband Robert have one daughter who just entered college. Cindy’s interests include reading, photography, traveling, and spending time with family and friends.

Amy Garber

Amy Garber

Plan Analyst and Consultant / Legal Compliance Specialist

In addition to the responsibilities above, Amy has served as a Trust Accounting Specialist since joining RPAS in 2005. Amy graduated from James Madison University with a B.A. in History.

Amy has 15 years experience in the retirement plan industry, including working for the retirement plan divisions of First Data Corp, PFPC and WyStar. She has successfully completed ASPPA’s Retirement Plan Fundamentals Course and is currently working toward achieving the Qualified 401(k) Administrator (QKA) credential.

Amy was born and raised in the Richmond area. When not in the office she likes to spend her time reading, bicycling and trying to keep up with her two sons.

Brooks George

Brooks George

Senior Plan Analyst and Consultant

W. Brooks George, III, who was born in Richmond and has been a lifetime resident of Richmond, graduated from James Madison University with a Bachelor of Business Administration degree in Finance. Brooks has worked more than 15 years in the retirement plan services industry, including a position with SunTrust Bank immediately before joining RPAS in 2003.

In addition to handling a large group of 401(k) and profit sharing plans, Brooks is the primary client contact for most defined benefit pension plans and more complex ESOPs serviced by RPAS. Brooks also coordinates the quality assurance reviews of the valuations of other Plan Analysts and Consultants.

When not working, Brooks loves to spend time with his family and enjoys playing golf.

Kathy Hickman

Kathy Hickman

Senior Plan Analyst and Consultant

Kathy has administered qualified retirement plans for over 20 years. She joined RPAS in 1988 and currently manages over 50 client relationships. She regularly consults with clients and investment professionals on the design and administration of all types of qualified plans, with an emphasis on defined contribution plans including 401(k) and new comparability plans.

Kathy is a Qualified Pension Administrator (QPA) and she has a B.S. degree in Management from Virginia Commonwealth University. In August 2009, Kathy passed the first of two examinations required to become an Enrolled Retirement Plan Agent (ERPA), a designation to enable her to represent taxpayers before the Internal Revenue Service on retirement plan matters. She is a member of the American Society of Pension Professionals and Actuaries and the Central Virginia Employee Benefits Council.

Kathy is a native of Richmond, and she and her husband enjoy travel, kayaking and horseback riding.

Marilyn Ramjohn

Marilyn Ramjohn

Plan Analyst and Consultant

Marilyn has over 10 years of experience in qualified plan administration, recordkeeping and consulting. Before joining RPAS in 2003, she had over 20 years of experience within the retail banking environment, mostly in supervisory and management positions. Marilyn has an A.S. degree in Business Administration.

Marilyn has attained the Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA) designations through the American Society of Pension Professionals and Actuaries (ASPPA) and is currently a member of ASPPA. Marilyn also attained the Certified Retirement Services Professional designation (CRSP) through the Institute of Certified Bankers (ICB) and is currently a member of ICB. By attaining the designation of Enrolled Retirement Plan Agent (ERPA) in November of 2009, Marilyn is now enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

In addition to a love of history, Marilyn enjoys U.S. and international traveling, cooking and volunteering.

Renee Skinner

Renee Skinner

Plan Analyst and Consultant

Renee has 18 years of experience in qualified plan administration and consulting. Prior to joining RPAS in 2002, Renee worked in the banking industry for 11 years providing complete plan administration services.

Renee attended Virginia Polytechnic University and Virginia Commonwealth University and she has been a member of the American Society of Pension Professionals and Actuaries (ASPPA). She has completed the Retirement Plan Fundamentals Course offered by ASPPA.

Renee is from the Richmond area. She enjoys travel, boating and spending time with her family and friends.

Diane Wilson

Diane Wilson

Plan Analyst and Consultant

Since joining RPAS in 2007, Diane has provided full services for her own clients’ retirement plans while also handling the conversions and takeovers of new RPAS clients. Diane has more than 20 years of experience in qualified plan recordkeeping and consulting, with past experience within the banking and small plan consulting environment.

Diane has a B.S. degree in Business Economics from Randolph Macon College in Ashland, VA. She has held the designation of Chartered Retirement Plan Specialist (CRPS) with the College for Financial Planning and successfully received her Series 65 designation. Diane has also completed the Retirement Plan Fundamentals Course offered by the American Society of Pension Professionals and Actuaries (ASPPA).

Diane was born in Richmond and has been a lifetime resident. She loves to spend time with her family and enjoys an occasional bike ride around the Richmond area.

Kati Yonce

Kati Yonce

Senior Plan Analyst and Consultant

Kati joined RPAS in 2008. She has attained the Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA) credentials through the American Society of Pension Professionals and Actuaries (ASPPA). By attaining the designation of Enrolled Retirement Plan Agent (ERPA) in June of 2009, Kati is now enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

Kati has spent 13 years in the retirement plan industry and has a B.A. degree from the University of Virginia. At RPAS, Kati uses her experience and technical knowledge to assist clients in all aspects of plan administration, from the mundane to the most complex. Additionally, she assists with the internal training and development of the RPAS team of professionals.

In her spare time, Kati enjoys reading, traveling, and camping with her husband and two dogs.

Administrative Staff

Janet Royal

Executive Secretary

Janet Royal joined RPAS in 1997 as an Administrative Assistant with over 17 years of administrative and secretarial experience.

As Executive Secretary, Janet works directly with the Vice President on daily activities such as company billing and maintaining the firm’s databases, while also providing support to the President and technical staff on special projects.

Janet enjoys travel, reading and spending time with family and friends.

Diane Peck

Office Services Assistant

Diane Peck joined RPAS in 1994 as a Clerical Assistant after relocating from New York to Virginia with her family. Prior to being a stay-at-home Mom for more than 10 years, Diane worked as a legal secretary at a law firm in Manhattan.

As Office Services Assistant, Diane supports the entire staff handling office mail, filing, copying and maintaining client files. Diane also is involved in special projects as necessary.
