Our Staff

Perhaps the most important benefit we offer is our professional staff. As in any business, the quality of service is only as good as the people providing it. The current staff at RPAS includes seasoned professionals with a variety of pension and financial services credentials.
Burl Bachman

Burl Bachman, ASA, EA, MSPA

President and Consulting Actuary

Burl is the proud owner, President and CEO of RPAS. In his 38th year as a consulting actuary, Burl oversees the delivery of design, installation, administration, government compliance and consulting services for all types of qualified retirement plans.

After completing his M.S. degree in mathematics following 3 years with the U.S. Army, Burl served with several regional and national actuarial consulting firms before joining RPAS in 1992. He is a member of the Financial Planning Association of Central Virginia and served on their Board for 8 years.  In addition, Burl is a member of the Virginia Society of CPAs, a certified instructor for Virginia Insurance Continuing Education Program, a member of two national ESOP organizations, and a member of the Board of Directors of the Central Virginia Employee Benefits Council.

As an Enrolled Actuary for over 30 years, Burl has been qualified to represent plan sponsors before the IRS on retirement plan matters. Additional actuarial credentials include Associate of the Society of Actuaries (ASA, 1980) and Member of the American Society of Pension Professionals and Actuaries (MSPA, 1992). Burl has spoken frequently at events for professional associations.

Burl and Pam, his wife of over 40 years, live in Midlothian, Virginia and have two grown children. An animal and nature lover, Burl enjoys walking every day, lake kayaking, occasional biking and hiking.

Leah Pace

Leah Pace

Senior Consultant

Leah has 25 years of experience in the retirement plan services industry. Prior to joining RPAS, Leah served in the banking industry for 16 years, where she provided complete plan administrative services, including managing retirement service teams and developing new business.

Leah originally joined RPAS in 2002 as a Supervisor. In 2007, she started her own Third Party Administration firm, Virginia Pension Consultants, LLC. After three very successful years, she made the decision to rejoin RPAS. In her new role with RPAS, Leah will be responsible for developing new business, primarily in Richmond, Charlottesville, Williamsburg and the Peninsula/Tidewater area, while she maintains a small select case load.

Her professional and community affiliations include being an Affiliate member since 2002 of the American Society of Pension Professionals and Actuaries (ASPPA), a member since 2007 of the Central Virginia Employee Benefits Council (CVEBC), and an active member in the Powhatan Community Church, where she supports the Youth Group and their mission projects.

Born and raised in Richmond, Leah now resides with her family in Powhatan, Virginia. She has two children, a son that is entering the workforce and a daughter in Prep School, for whom she provides full concierge services when not working with the RPAS team.

Kim Penny

Kim Penny

Senior Consultant

With 20 years of experience in the retirement plan industry, Kim joined RPAS in the summer of 2010 to focus on both new business development and client consulting in the Southwest Virginia area. Prior to joining the firm, Kim spent 12 years in public accounting, working primarily with employee benefit plan audits, third party administrative services and trust tax relationships. During her career, she also spent 7 years with SunTrust Bank’s Institutional Retirement Services Group, acting as the Western Virginia Region’s Client Services Manager.

Kim is a Certified Public Accountant (CPA), as well as a Qualified 401(k) Administrator (QKA). She is a member of the Virginia Society of CPAs, The ESOP Association and the American Society of Pension Professionals and Actuaries (ASPPA), and graduated from Virginia Tech with a B.S. in Business and a major in Accounting.

Kim is a native of Southwest Virginia and she and her family have lived in Roanoke for the past 15 years. She enjoys spending time with her two teenage daughters and is actively involved as a volunteer for the Roanoke Valley Chapter of the American Red Cross.

Cindy Tresco

Cindy Tresco

Senior Consultant

Cindy, who joined RPAS in 2006, has more than 24 years of experience in the retirement plan industry, including handling conversions, plan administration and design, management and employee education. Her prior professional experience includes positions with William M. Mercer and Wachovia Bank.

Cindy has a B.S. degree in Information Systems from Virginia Commonwealth University and is currently working toward achieving the Qualified 401(k) Administrator (QKA) credential through the American Society of Pension Professionals and Actuaries (ASPPA). In addition to new business development responsibilities, Cindy is the Director of Technology and Transitions within RPAS.

Born in Richmond, Cindy traveled the world as an Air Force “brat” before relocating back to the Richmond area to complete high school and college. Cindy and her husband Robert have one daughter who is currently in college. Cindy’s interests include reading, photography, traveling, and spending time with family and friends.

Amy Garber

Amy Garber

Plan Analyst and Consultant / Legal Compliance Specialist

In addition to the responsibilities above, Amy has served as a Trust Accounting Specialist since joining RPAS in 2005. Amy graduated from James Madison University with a B.A. in History.

Amy has over 15 years experience in the retirement plan industry, including working for the retirement plan divisions of First Data Corp., PFPC and WyStar. She has attained the Qualified Pension Administrator (QPA) credential through the American Society of Pension Professionals and Actuaries (ASPPA). By attaining the designation of Enrolled Retirement Plan Agent (ERPA), Amy is enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters.

Amy was born and raised in the Richmond area. When not in the office, she likes to spend her time reading, bicycling and trying to keep up with her two sons.

Brooks George

Brooks George

Senior Plan Analyst and Consultant

W. Brooks George, III, who was born in Richmond and has been a lifetime resident of Richmond, graduated from James Madison University with a Bachelor of Business Administration degree in Finance. Brooks has worked more than 15 years in the retirement plan services industry, including a position with SunTrust Bank immediately before joining RPAS in 2003.

In addition to handling a large group of 401(k) and profit sharing plans, Brooks is the primary client contact for most defined benefit pension plans and several complex ESOPs serviced by RPAS. Brooks also coordinates the quality assurance reviews of the valuations of other Plan Analysts and Consultants and is the Director of Production within RPAS.

When not working, Brooks loves to spend time with his family and enjoys playing golf.

Kathy Hickman

Kathy Hickman

Senior Plan Analyst and Consultant

Kathy has administered qualified retirement plans for over 24 years. She joined RPAS in 1988 and currently manages over 50 client relationships. She regularly consults with clients and investment professionals on the design and administration of all types of qualified plans, with an emphasis on defined contribution plans including 401(k) and new comparability plans.

Kathy is a Qualified Pension Administrator (QPA) and she has a B.S. degree in Management from Virginia Commonwealth University. Kathy is an Enrolled Retirement Plan Agent (ERPA), a designation which enables her to represent taxpayers before the Internal Revenue Service on retirement plan matters. She is a member of the American Society of Pension Professionals and Actuaries and the Central Virginia Employee Benefits Council.

Kathy is a native of Richmond, and she and her husband enjoy travel, kayaking and horseback riding.

Marilyn Ramjohn

Marilyn Ramjohn

Senior Plan Analyst and Consultant

Marilyn joined RPAS, Ltd. in 2003. She has attained the Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA) and Qualified 401(k) Administrator (QKA) designations through the American Society of Pension Professionals and Actuaries (ASPPA), the Certified Retirement Services Professional designation (CRSP) through the Institute of Certified Bankers (ICB) and the Enrolled Retirement Plan Agent (ERPA) designation, under which she is enrolled to represent taxpayers before the Internal Revenue Service on retirement plan matters. Marilyn is an active member of both ASPPA and ICB.

Marilyn has over 13 years of experience in qualified plan administration, recordkeeping and consulting. She also holds an A.S. degree in Business Administration. At RPAS, Marilyn uses her experience and technical knowledge to assist clients in all aspects of plan administration. Before joining RPAS, Marilyn had over 18 years of experience within the retail banking environment, mostly in supervisory and management positions. Additionally, Marilyn is the Director of Office Administration within RPAS.

Marilyn has one son, Philip. Marilyn's interests include a love of history, traveling, cooking and volunteering.

Renee Skinner

Renee Skinner

Plan Analyst and Consultant

Renee has over 20 years of experience in qualified plan administration and consulting. Prior to joining RPAS in 2002, Renee worked in the banking industry for 11 years providing complete plan administration services.

Renee attended Virginia Polytechnic University and Virginia Commonwealth University and she has been a member of the American Society of Pension Professionals and Actuaries (ASPPA). She has also attained the Qualified 401(k) Administrator (QKA) credential through ASPPA.

Renee is from the Richmond area. She enjoys travel, boating and spending time with her family and friends.

Rebecca Sprouse

Rebecca Sprouse

Plan Analyst Assistant

Rebecca joined the RPAS team in 2010 after spending nearly a year helping to grow and establish Virginia Pension Consultants, LLC, a TPA firm that merged into RPAS in September 2010. Her knowledge from working at Virginia Pension Consultants, LLC along with her knowledge of administration work has helped to make her an ideal Plan Analyst Assistant. Rebecca hopes to further her education and develop her career in the retirement plan industry.

Rebecca has lived in the Richmond area of Virginia her entire life. She graduated from Powhatan High School in 2007 with an advanced diploma and has also been continuing her education by taking classes at John Tyler Community College. When she is not at work or taking classes, she enjoys being active in her community, spending time with family, traveling at any opportunity and spoiling her puppy, PJ.

Diane Wilson

Diane Wilson

Plan Analyst and Consultant

Since joining RPAS in 2007, Diane has provided full services for her own clients’ retirement plans while also handling the conversions and takeovers of new RPAS clients. Diane has more than 20 years of experience in qualified plan recordkeeping and consulting, with past experience within the banking and small plan consulting environment.

Diane has a B.S. degree in Business Economics from Randolph Macon College in Ashland, VA. She has held the designation of Chartered Retirement Plan Specialist (CRPS) with the College for Financial Planning and successfully received her Series 65 designation. She has also attained the credential of Qualified 401(k) Administrator (QKA) through the American Society of Pension Professionals and Actuaries (ASPPA).

Diane was born in Richmond and has been a lifetime resident. She loves to spend time with her family and enjoys an occasional bike ride around the Richmond area.

Kati Yonce

Kati joined RPAS in 2008. Kati has spent 15 years in the retirement plan industry and has a B.A. degree from the University of Virginia. At RPAS, Kati uses her experience and technical knowledge to assist clients in all aspects of plan administration, from the mundane to the most complex. Additionally, she is the Director of Professional Development within RPAS whereby she coordinates the internal training and development of the RPAS team of professionals.

In her spare time, Kati enjoys reading, traveling, and camping with her husband and two dogs.

Administrative Staff

Pam Bachman

Coordinator of Human Resources

Pam joined RPAS in November 2010 immediately after retiring from over 25 years in professional library reference service. Since moving to Richmond in 1984 with Burl and their two young children, her librarian positions have included reference and management positions with Chesterfield and Henrico Counties, after serving in libraries of a local community college and a charitable organization. Pam’s professional responsibilities over her career have included staff supervision, office administration and management.

As Coordinator of Human Resources, Pam is responsible for overseeing RPAS human resource functions.

Pam has a Master of Library Science from Syracuse University and a B.A. in English from Vassar College. Pam and Burl, married for over 40 years, are now also cultivating a professional working relationship to support RPAS growth and the enhancement of our corporate culture. Pam’s interests include reading, walking, and sharing time with friends and family.
