In 1981, on the foundation of 15 years of experience in administration of qualified
retirement plans, Beth A. Levine established RPAS.
Burl V. Bachman, who joined RPAS as Senior Vice President and Actuary in 1992, became
President in 1994. With a background exceeding 30 years as a pension actuary with national
and regional employee benefits administration and consulting firms, he is an Enrolled
Actuary, an Associate of the Society of Actuaries and a member of the American Society of
Pension Actuaries.
Burl has maintained professional expertise with membership in several professional
groups, frequent attendance at pension-focused seminars and public speaking engagements.
Barbara H. Smith, Vice President, joined RPAS in 1990 and has management experience
exceeding 25 years in human resources and office administration.
Effective in 1994, Burl and Barbara joined Beth as the owners of RPAS. Each has a
significant personal stake in the continuing success of RPAS, which has been based on the
efficient delivery of technical expertise with a personal touch.
Perhaps the most important benefit we offer is our professional staff. As in any business, the quality of service is only as good as the people providing it. The current staff at RPAS includes seasoned professionals with a variety of pension and financial services credentials. In addition to drawing on their own technical skills and knowledge of pension law and regulations, our staff utilizes the latest technological advances, including a proven system of computer applications designed and maintained by a national pension services technology leader.
The 400+ plans presently serviced by RPAS include profit sharing, 401(k), new comparability or age-weighted, money purchase, ESOP, defined benefit, target benefit, 403(b) and cafeteria plans.
The emphasis at RPAS is on accurate reporting and communicating with the client and the professionals whose teamwork promotes the clients economic welfare. Our independence from investments allows us to work freely with the investment professionals, attorneys, accountants, financial planners and life insurance agents chosen by the client. We simplify the involvement of the client in all facets of the plan by communicating directly with these professionals. However, we do value frequent contact with the client to keep the lines of communication open; mailings on new developments, our newsletter and the sponsoring of seminars for clients and other service providers assist us in this endeavor.
